Notice to Members re Patten Commission

Within the next few days, it is anticipated under the terms of the Belfast Agreement, that the Patten Commission will report on the future of policing in Northern Ireland.

Since the Commission was set up, the Federation has not only submitted evidence, which included 44 specific points and recommendations designed to build and sustain the quality of policing in Northern Ireland but has met Government and opinion formers at all levels, nationally and internationally to promote our views.

At this time of uncertainty, all that can be relied upon is that which has categorically been stated and to that end, members need to be reminded of assurances previously given by Government:-

"Finally, let me assure you that there is no question of the Government doing anything that would diminish the Royal Ulster Constabulary's ability to police and protect the people of Northern Ireland. I am committed to a unified force operating in an independent way and dedicated to the maintenance of law and order, just as in any other part of the United Kingdom" - Prime Minister

"Let there be no mistake the value of service given by the RUC is recognised by the Government and will not be forgotten by us or indeed the vast majority of people in Northern Ireland" - Secretary of State Dr Mowlam

Following the publication of the Report, the Federation will expect to be consulted by Government on its content. We will support those parts of the Report which will lead to a fully inclusive quality police service provided by the Royal Ulster Constabulary and its support services provided by current Regulation. We will resist those parts (and at this stage we cannot speculate) which would deprive the people of Northern Ireland of access to proper policing.

The danger of engaging in comment on the current media speculation is highlighted in the denials today by Chris Patten as to the accuracy of some of these.

It must be emphasised that in all circumstances and on all issues, the Federation speaks collectively and makes no distinction between the Regular and Reserve Force.
